Trying to access the Invoice Workbench menu option (N:Invoices>Entry>Invoices) using a new responsibility, the user get error AP_FINAP_NOT_DEFINED

Unable to perform testing in Payables under the newly created responsibility "AP Accounting Director"

Steps To Reproduce:

1. Create New AP Responsibility (e.i: "AP Accounting Director")
2. Assign this new responsibility to a user (e.i: JIN******MAS)
3. User log into application using the new responsibility
4. User tries to access invoice workbench menu option
   (N)Invoices>Entry>Invoices
5. Error raises.
