Why Doesn't Scheduled Concurrent Manager Jobs Run After Database Export/import?

Goal
Followed note 1926203.1 to migrate the EBS 12.2 database from AIX to Linux.
All services are up but it appears that all scheduled jobs are not running (newly submitted jobs are fine).
The jobs show "This request will not be processed because it has been submitted from a patch edition while a patch is being applied. Once patching is completed this request will be made available to run.".
No patch cycle was in progress when the export/import process was started.
Generated a driver file in hotpatch mode based on the steps in 1926203.1 (section 5 step 9).
Scheduled jobs are not running after the database export/import.
Need to schedule jobs for concurrent processing.
