R12 OIE: Credit Card Transactions Are Vanishing From Expense Mobile App

In R12.1.3 iExpenses using expense mobile app
Users observed that Credit Card Transactions were vanishing from the expense mobile app
The issue was reproduced using the following steps
1. Start expense mobile app
2. Click View icon and credit card transactions displayed
3. Swipe finger down page and see message 'credit card transactions are downloading'
4. No credit card transactions were downloaded and existing credit card transactions, that were formerly displayed, have vanished
