Symptoms
Release 12.1.3 version, Customers Module and later.
When attempting to update a customer from the customer maintenance form, the following error occurs:

The following SQL error occurred: ORA-00054: resource busy and acquire with NOWAIT specified or timeout expired
Steps to Reproduce
-------------------
When using a responsibility that accesses the customer form. (Many responsibilities access this form)
Customers >Update/Create
Query the Customer
Make any change to the Customer on any of the linked Customer Forms and save
The error will occur.
