WIP Mass Lod Does Not Update Operation Quantity after Job Quantity Change

Symptoms
On : 12.2.9 version, Open Interfaces
When using WIP Mass Load to update job status to release and start quantity, observe the header status and quantity are updated, but the operation quantities are not.
They remain at the same value before the update
Expect for the quantities to be update as well
The issue can be reproduced at will with the following steps:
1. add details to interface table
2. run wip_massload_pub.massLoadJobs to process the records
3. observe the differences
