INV_IOI_FLAG_Y_N_NULL Error - Process Execution Enabled Flag Has NULL Value (Doc ID 2757321.1)

Symptoms

On : 12.2.9 version, MICC Transfer to TSC
 

INV_IOI_FLAG_Y_N_NULL Error - Process Execution Enabled Flag has NULL value when Item created in Master Organization.

When  create a new Item in  Master Organization, The process execution enabled Flag for this org records is NULL. Due to this the new Org assignments that  are created are in error.

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1.Navigate to Development Manager responsibility

2.Item Catalog and click on Create New Item
