Why is a New Case Folder Created Everytime There Is A Change In The Order.

A new case folder is created everytime there is a change in an order which is on credit hold. This happens whether there is a change in the order or when you run 'Credit Check processor'.
System does not keep the sync between the orders created and are on hold in credit management module. If there are any changes then the case folder in credit management module should be updated back with the details like amount etc, but it isn't. Why is this?
