End Dated Resource Over heads still showing in Frozen cost after removing from Pending Cost
EXPECTED BEHAVIOR

The Frozen cost should be updated with changes in pending cost.
STEPS

The issue can be reproduced at will with the following steps:
Duplication of Resource OH charges
