"MODIFY" Option Is Not Working As Expected In Request Set, Program Parameters Form in 12.2.9 (Doc ID 2757690.1)

In Request Set -> Program Parameters Form, "Modify" option is not working as expected.

If the "Modify" option is disabled, ideally users would not be allowed to modify or enter any data for the Parameter. However, post ATG 8 noticed that the Parameter is not frozen and users are allowed to change the value even though the "Modify" option is disabled. The users should not be allowed to modify or enter any data for the Parameter if the "Modify" option is disabled.

The issue can be reproduced at will with the following steps:
1. Define a concurrent program whose parameter has "Update Allowed" enabled.
2. Define a request set which contains the above program.
3. Define parameters of the concurrent program in that request set as "Modify" disabled.
4. Open the above request set in the Requests : Run form, open a parameter window and verify if the parameter is allowed to modify/enter.
