Why is the "Initial Value" Personalization for a Value Set not Populating in OPM? (Doc ID 2757805.1)

Goal

Default Initial Value set using Personalization is not shown or displayed in the Application? Why?

For Example, In the Final Rating Page, Under the Cluster "Advancement Potential", Certain fields are not showing the Initial Default value set using Personalization.
