Launch Journal Wizard Results in Blank Document (Doc ID 2757975.1)

Symptoms

When clicking "Create Document" using Launch Journal Wizard, is blank regardless of layout selected. Excel 2016 is being used.

EXPECTED BEHAVIOR

Expect the template to be created successfully.

STEPS
-----------------------
The issue can be reproduced with the following steps:
1. Launch Journal Wizard
2. Enter parameters for the template.
3. Click Create Document.
4. Message indicates the file will be downloaded to the Desktop but nothing displays.



BUSINESS IMPACT

The issue has the following business impact:
Due to this issue, users cannot upload transactions via Journal Wizard.
