Move order delivered quantity exceeding primary quantity without warning or Error for multiple allocation lines (Doc ID 2758078.1)

Symptoms

On : 12.1.3 version, Inventory Transactions

ACTUAL BEHAVIOR
---------------

For some move orders, users have transacted more than the required quantity and system did not throw error message.

EXPECTED BEHAVIOR
-----------------------
Move order delivered quantity should be same as Primary quantity. If users are trying to transact more than primary quantity then system should stop.

STEPS
-----------------------

1. Query Move order

2. Split allocation between 2 different sub-inventories or locators such that total sum is more than requested quantity
3. System allows to do transact without throwing error message.


BUSINESS IMPACT
-----------------------
The issue has the following business impact:
Users are able to transact move order more than requested quantity and this is not valid scenario as per business needs
