Multiple Business Groups Not Selecting Employees in One Business Group Whose Supervisor Is in a Different Business Group Using Eligibility Profile for Perfomance Management Plan (Doc ID 2758287.1)

There is an issue with the Eligibility Profile(s) that are attached to a plan from Performance Management.

The supervisor hierarchy is valid because users are able to republish the Plan using "Rebuild Supervisor Hierarchy" and then "Enroll" the Canadian workers who were transferred from the Plan.
These are workers in a different business group than the Supervisor. However, when the Plan is republished using 'Reevaluate Plan and Rebuild Hierarchy", the log shows that the employees are ineligible for the Plan.

It appears that when the republish plan option "Reevaluate Plan Population" is selected the process reevaluates the plan population based on the Eligibility Profile and determines that they are not eligible.

Expect the workers that exist in a business group other than that of the Supervisor, the Plan will publish and the workers will be included (eligible) for the Plan.

The issue can be reproduced at will with the following steps:

  1. Using HRMS Responsibility, HR worker makes changes to employee records -> change supervisor
  2. Plan Administrator Republishes Plan using HR Professional V4.0 responsibility and selects the option "Rebuild Supervisor Hierarchy".
  3. Plan Administrator goes to Plan Administration and selects "Enroll Worker".  Employee is enrolled in Plan. Log shows employee enrolled in Plan.
  4. Navigate to Performance Management Plan > Monitor. Select Status by Supervisor.  View two records for CA employees reporting to Supervisor.
  5. One record has a Status = With Manager and one record has a Status = Transferred from Plan
  6. Plan Administrator Republishes Plan and selects the option "Reevaluate Plan Population".
  7. View Process Log and see CA employees logged as not eligible.
  8. Navigate to Performance Management Plan > Monitor. Select Status by Supervisor. View two records for CA employees reporting to Supervisor.
  9. Both records now have Status = Transferred from Plan.


 N/A as database upgrade to 19C didn't trigger this issue
