Symptoms
When attempting to enter monetary values with incorrect punctuation for number format in Manager Self-Service, the following error occurs and the value is not auto corrected:

Form validation failures:
Value "4.00 in "" is not a number.
STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Go to responsibility Manager Self-Service.
2. Set Number Format Preferences to "10'000,00".
3. Navigate to Person Actions and attempt to enter a pay change for a direct report using incorrect punctuation than the format preference.
Message occurs and value is not auto corrected to the appropriate format.
Prior to the 12.2.9 upgrade, a message pop-up did not occur and the format was automatically corrected.
