Symptoms
On : 12.2.7 version, Patch Application Issues
When attempting to do clone
the following error occurs.

Patches show not applied on development instances!
STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Clone was complete from PROD (Source) to DEV (Target)
2. After immediate clone when checked some of applied patches in clone environment
3. Patches show not applied on development instances!
BUSINESS IMPACT
-----------------------
The issue has the following business impact:
Due to this issue, users cannot proceed further
