GLPPOS Journal Posting Erroring and Batch Status Becomes: Journal produced error during intercompany balance processing (Doc ID 2759110.1)

Symptoms

Attempting to post a journal with 2 different segment value and the request is ending in error.
The following error is seen in the debug log file:

SHRD0181: glperp() - batch_name = test 03-MAR-2021 20:09:56
SHRD0181: glperp() - err_str = Intercompany processing error
SHRD0181: glperp() - batch_name = test 03-MAR-2021 20:09:56
SHRD0181: glperp() - hdr_name = test
SHRD0181: glperp() - err_str = Intercompany processing error

After the posting process fails the the batch status in the journals post form shows: Journal produced error during intercompany balance processing. 

Balancing segment values are not assigned to any legal entity or ledger.
This is happening when a newly defined balancing segment value is used.

Intracompany No Legal Entity balancing rules are defined and in place, they have been working in the past. No Intercompany balancing rules are defined.

Steps to recreate the issue:
1. Login using General Ledger Super User responsibility (or similar).
2. Navigate to Journals : Post
3. Query the journal batch that is needing to be posted.
4. Submit the journal for posting.
5. Review the concurrent request to see it has errored, review the generated log file.

Changes

 A new balancing segment value has been added to the value set used for the balancing segment value segment.
