ACTUAL BEHAVIOR

Quality non-conformance are visible when using forms but not using the Tab for Nonconformance in the Quality Workbench

EXPECTED BEHAVIOR
-----------------------
To see the non-conformance plans using the Quality Workbench

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Responsibility = Quality (QA)
2. Navigation = Workbench-> Nonconformance
3. Organization
4. No Plans
