iProcurement Non-Catalog Shopping Cart Shows Empty Cart Message (Doc ID 2759724.1)

Symptoms

On : 12.2.7 version, Catalog Shopping

iProcurement non-catalog shopping cart shows empty cart message after installing ECC v4

ERROR

Shopping Cart
Incomplete requisitions can be completed from the Requisitions page

Shopping cart region on right side of screen shows "Shopping Cart Empty"

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. iProcurement > Non-Catalog Request tab > Create non-Catalog request
2. Add to Cart > Shopping cart shows the one item "test"
3. Message appears:
Shopping Cart
Incomplete requisitions can be completed from the Requisitions page
4. View Cart > Cart displays the one item "Test"
5. But shopping cart region on right side of screen shows "Shopping Cart Empty"
