ACTUAL BEHAVIOR
---------------
Finds that an automatic modifier is not applied when it includes a line qualifier
without also having a list qualifier attached to the modifier.

EXPECTED BEHAVIOR
-----------------------
As long as the line qualifier is met, expects this automatic modifier to be applied.

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Responsibility: Order Management Super User (or equivalent)
2. Navigate to: Orders, Returns > Sales Orders
3. Enter applicable order line and save.
4. Find that the automatic modifier is not applied, even though the line qualifier is met.
