Interface Service Cost To Projects Failing With Error "Not Able To Fetch The Person ID" (Doc ID 2760494.1)

Symptoms

On : 12.2.8 version, Charges UI, APIs, and schema

When attempting to run interface service cost to projects,
the following error occurs.

Not able to fetch the Person I


STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Created SR with Task and assigned resource.
2. Added debrief lines selected the SAC which was setup with create cost flag as Yes.
3. Completed the task and submitted the charges. Ran the program interface service cost to projects with SR number,
