Is it possible to assign Future-dated Resources in Territory Management?

We have new salesreps joining the company in the future - say 2 weeks from today.
Their HR Record has been created with a start date 2 weeks in the future.
They have been created as a resource in CRM with a start date 2 weeks in the future.
Can these resources be assigned to Territories in Territory Management?

If we go to the 'Territory Definitions Report' and in the LOV for Resource - I cannot see the new Resource in the List. 

Do I need to assign these resources to a Territory in Territory Management first and then I would be able to see these in the LOV of the 'Territory Reports'?
