Why are reservations created for all ingredients regardless of consumption type after batch creation? (Doc ID 2761169.1)

ACTUAL BEHAVIOR
---------------
With the following Process Execution parameters set and after creating a batch it was noticed that the Auto Batch Detail function is reserving material for ingredients that have consumption type: manual. Reservations for items with consumption type: automatic are correct. Would like to understand if this is expected and why?

Process Execution Parameters - Create Batch:

Check Shortages = NO
Copy Formula Text = YES
Copy Routing Text = YES
Create High Level Reservations = NO
Create Move Orders = NO
Auto Detail Batch = Create Only
Auto Detail Phantom Batches = NO

EXPECTED BEHAVIOR
-----------------------
Auto Batch Detail should not reserve items with consumption type: manual

STEPS
-----------------------
The issue can be reproduced at will with the following steps:

1. Responsibility: Production Supervisor
2. Navigate: Batch Details > Select: Product Output tab > Enter required parameters > Select: Ok
