Symptoms

Elements flagged to process once each period are processing more than once in a payroll period.

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Run payroll or QuickPay more than once in a pay period
2. Review run results and find that the element has been processed in all period runs instead of just once.
