Symptoms
On : 12.1.3 version, Purchase Order
When attempting to launch the PO Distribution form,
the following error occurs.

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. From the Purchasing responsibility
2. Launch the PO in the PO form
3. Navigate to PO Distribution form
