Interface Trip Stop ITS Completes In Error > Stops Processing Other Deliveries When one RTV Delivery Fails (Doc ID 2761696.1)

Symptoms

On : 12.2.9 version, Interface Trip Stop

Scheduled Interface Trip Stop program without any parameters goes in error and the orders are not getting interfaced until running the ITS manually for the delivery or org.

Also happens when using RTV with shipping integration. ITS is scheduled to run every 15 mins
When one of the RTV delivery fails to interface, other deliveries are not processed at all.
This also sometimes leaves few records in MTI with lock_flag = 1 (locked)

ERROR
Unexpected error has occured. Oracle error message is ORA-01086: savepoint 'SP_RCVTM' never established in this session or is invalid
ORA-06512: at "APPS.RCV_WSH_INTERFACE_PKG", line 1371
ORA-06510: PL/SQL: unhandled user-defined exception
ORA-06512: at "APPS.RCV_WSH_INTERFACE_PKG", line 567
ORA-06510: PL/SQL: unhandled user-defined exception

STEPS
The issue can be reproduced at will with the following steps:
1. Order Management Responsibility,
2. Shipping > Transactions > Interfaces,
3. Choose Single Request - then select 'Interface Trip Stop - SRS',
4. Enter the delivery or stop and execute the request,
5. Error is found in the log file.
