'Award by Quote' option not available in collaboration team member having full access

EXPECTED BEHAVIOR
-----------------------
Expect 'Award by Quote' option to be available 

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1.Login by Collaboration member
2.(N) Sourcing > Sourcing Home page
3. Query the RFQ
4. Check values of Actions LOV, "Award by Quote" does not exists
