Symptoms

When trying to discover EBS target in AMP  13.4, the following error is occurring:

ERROR:EMS-05008: Error while creating association in repository: ORA-2020



 STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Install the EM agent on the <TARGET> host
2. Discover the EBS Database 
3. Discover the EBS Application. This is giving issues as shown below:
 Caused by: oracle.sysman.emSDK.core.target.AssociationException: EMS-05008:
Error while creating association in repository: ORA-20206: Target does not
