Generate Allocations Transactions Is Not Running In Parallell Using AutoAllocation Launcher After Applying Patch 28524372 (Doc ID 2762087.1)

Symptoms

ACTUAL BEHAVIOR
---------------
After 12.2.9 upgrade the Generate Allocations Transactions programs are running for more than 30 minutes. These used to complete in less than 1 minute.
This is occurring because they are no longer running in parallel.

EXPECTED BEHAVIOR
-----------------------
Expect these programs to execute in parallel.

STEPS
-----------------------
The issue can be reproduced at will with the following steps:

1. Navigate PA Allocations Responsibility > Allocations > Auto allocation > Workbench
2. Submit Allocation with Set Type as Parallel for current month.
3. Each allocation is submitted in succession after the previous allocation is completed.

Changes

Upgrade to 12.2.9.
