PDS Is Not Populating Delete Tags If Both CLIN And INFO SLIN Are Deleted (Doc ID 2762161.1)

Symptoms

Using CLM 12.2.9


Actual:
Currently there is a scenario with one clin ad info slin with distribution number 1 .
PDS is not populating delete tags for this mod HC104716D0007000213
The decrease to 200301 did not post in Distributions.
Here both CLIN and INFO SLIN are deleted. Looks like this case is not handled properly.


Expected:
Expect the decrease to post properly.
