On : 12.2.8 version, Receiving Functions

ACTUAL BEHAVIOR
---------------
When attempting to create an ASN with UOM other than PO UOM and when there is no conversion defined between these two UOMs.
Only one line ends in error and remaining ASN lines gets created with shipped_quantity as NULL.

Issue observed only for the POs defined for categories.

EXPECTED BEHAVIOR
-----------------------
When attempting to create an ASN with UOM other than PO UOM and when there is no conversion defined between these two UOMs.
All the lines should end in error as there is no conversion defined.

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Create a PO with 2 or more lines and provide category on the line but not the item. Take different categories for each line.
2. Approve the PO
3. Create ASN using iSupplier portal or using ROI.
4. Submit Receiving Transaction Processor
5. Only one line is errored out, rest of the lines are created with shipped_quantity as NULL
