Why CMRO Is Restricting Parts Removal On A Unit Which Came Into Depot For Maintenance?

Goal
A customer instance is received in Inventory for maintenance. Instance Owner is still the customer and the Install Location is a Customer location. the Current Location on IB instance reflects Inventory location.
Now user performs Parts Removal process on this Unit Configuration from a Visit Work Order. It will error out with error:
"Instance status (Inventory) is invalid. Cannot do a Parts Change transaction'.
Questions : why are we restricting parts removal on a unit which came into depot for maintenance?
It could be a valid scenario that an IB instance is received in Inventory , but it's still owned by the customer and the install location is a customer location.
In this case, when we perform Parts Removal /Install, should the validation happen on CSI_ITEM_INSTANCES.INSTALL_ LOCATION_TYPE_CODE and not on the LOCATION_TYPE_CODE?
