QuickPay Fails with APP-PAY-07268: Operation started but not finished (Doc ID 2762730.1)

Symptoms

Problem Statement:

When attempting to run QuickPay, the following error occurs.

APP-PAY-07268: Operation started but not finished.

You have requested to start or retry a Quick Pay operation. Your request has been submitted and has started to run on the AOL concurrent manager. You may need to contact your system administrator to resolve this problem. Quote AOL concurrent manager request_id <request_id>. Once this requests has finished you will need to query this record to see the most up-to-date status

Request log of the QuickPay Run prints the following error.

Program exited with status -1



When attempting to run "Quantum Data Update Installer", the following error occurs.

In { VprtOpenPRT
/.../apps/apps_st/appl/pay/12.0.0/bin/PYUVEN
Program exited with status 114

 
When attempting to execute Execute quantum Diagnos, output is not printed.

Steps to Reproduce:

The issue can be reproduced at will with the following steps:

  1.  Login as US HRMS Manager responsibility
  2.  Go to QuickPay form
     (N) FastPath > QuickPay
  3.  Submit QuickPay
