Trying to Upload a New Version of an MSDS Document Gives Error 'You cannot create a new version of the file if you are not the owner of the existing version. Only the owner of the file can create new versions.' (Doc ID 2762939.1)

Symptoms

On : 12.2.9 version, Setup Issues

When attempting to update a file owned by one user, no other user is able to update it as
the following error occurs.

ERROR
-----------------------
1. Query has exceeded 300 rows. Potentially more rows exist, please restrict your query.
2. You cannot create a new version of the file if you are not the owner of the existing version. Only the owner of the file can create new versions.


STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. WMS Setup >> File Approval >> File Approval
2. Opens webpage
Enter file name and click Go
The filename shows, update icon is grayed out

First issue - it is not allowing to select the line
Second issue - Now click in Upload File and enter details for MSDS for Shipment
Click Apply and get errors above.


BUSINESS IMPACT

Due to this issue, users cannot update existing MSDS for shipment file.
