Error is raised in Self-Service page when trying to enter 3 decimal number for Budget Cost field

The actual cost, budget cost, and price must be zero or greater and cannot contain more than two decimal places.


STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1.(N) Oracle Learning Management Administrator responsibility -> Catalog -> Class
2. Update class -> In Budget Cost field enter value like 111.234 -> Error is raised in self-service page
