On : 12.1.3 version, Inventory Transactions

ACTUAL BEHAVIOR
---------------
INCOIN- the Item Import program is completing in error after upgrade to 19c (from 11g). We are trying to update items using INCOIN.

We can find process_flag = 4 for records in mtl_system_items_interface after INCOIN run with no error message record found in MTL_INTERFACE_ERRORS.

EXPECTED BEHAVIOR
-----------------------
The records inserted in mtl_system_items_interface  should be successfully imported via INCOIN with process_flag = 7.

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Populate data in the item import interface tables and assign set_process_id
2. Run Item Import (INCOIN) for UPDATE using Inventory responsibility for particular set_process_id.

Changes

Database has been upgraded from 11g to 19c which involved application of below patch later on-

Patch 30033914: TCH19c :: INTEROPERABILITY PATCH FOR EBS 1213 ON RDBMS 19C (19.3+)

which has below file version -

INVUPD2B.pls 120.28.12010000.21

Whereas, on instance having lower db version, below file version was present -

INVUPD2B.pls 120.28.12010000.8
