R12.2 : WEBADI: Unable To Delete Last 2 lines in The Spreadsheet

Symptoms
User created a WebADI spreadsheet and entered many lines of records.
Later, an attempt was made to delete the last two lines, but the lines are not deleted, and no error or informational messages are shown.
The user is able to delete other lines in the spreadsheet.
The issue can be reproduced at will with the following steps:
- Login to Desktop Integration Responsibilty
- Open "Create document" page
- Once the Excel spreadsheet opens enter several lines, example 10 lines.
- Delete the last two lines by highlighting them and use right mouse to select 'Delete'.
- The last 2 lines are not deleted
Changes
Instance is upgraded from 12.1.3 to 12.2.7
