ACTUAL BEHAVIOR
---------------
Unable to add user to User group as member in Quality

EXPECTED BEHAVIOR
-----------------------
Any user should be accessible for the user's groups

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Quality (resp)
2. Setup > User Groups
3. Enter user name. Last Name and First Name are not populated.
