ASN_CANCELLATION_CYCLE Is Not Working Correctly Post Patch Given 30924687 (Doc ID 2764617.1)

Symptoms

On : 12.1.3 version, Inbound Processing

ACTUAL BEHAVIOR
---------------
System allows to perform ASN Cancellation when there is Quantity Available in Receiving.
Also system is allowing to perform Correction from Receiving to ASN inspite the ASN is already cancelled.

EXPECTED BEHAVIOR
-----------------------
  1) Stop the user to Cancel the ASN if there is still Qty available in Receiving.
  2) Stop the user to Perform Correction from Receiving to ASN if the ASN is already cancelled.

STEPS
-----------------------
The issue can be reproduced at will with the following steps:

1) ASN Fully received
2) Partially negative correction is performed
3) ASN is cancelled
4) User tried to perform Negative Correction again system allowed
5) When user tried to receive the remaining corrected quantity - RTP error

BUSINESS IMPACT
-----------------------
The issue has the following business impact:
Due to this issue, users cannot see the correct picture of the Reservation.
Wrong data is present in Receiving area causing data discrepency.
