RGRARG FSG Report Data Is Duplicated In The Output File When a Parallel Content Set Is Used (Doc ID 2764654.1)

Symptoms

When Financial Statement Generator (FSG) reports with content sets (parallel) are assigned it duplicates the report by placing
a second copy of the report under the first in the report file.

When the report is run without a content set and only a segment override the duplication does not exist.
When the report is run with a sequential content set the issue is not seen.

This issue is only seen for ledgers that have balance level alternative ledger currencies (ALC) defined. For each ALC assigned a copy of the report output will be added.
Example: 
If one ALC is assigned - 2 copies of the report data will be in the report output. 
If two ALC's are assigned - 3 copies of the report data will be in the report output... etc.

Steps to reproduce this issue.
1) Query the FSG that is assigned the parallel content set.
     Via General Ledger Responsibility navigate to Reports -> Request -> Financial
2) Query the report needed to submit, enter the parameters and submit.
3) Review the report output generated by navigating to View -> Requests  -> Find  -> View Output
