Symptoms
When attempting to enter absence details for some employees with the military leave
the following error occurs.

APP-PAY-07448: This person is not eligible to the element associated with this absence type.
STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Go to US Super HRMS Responsibility
2. Navigate to Fast Path -> Absence -> Enter Absence for an employee for a leave Type (for example "Military Leave"
