ERROR: oracle.jbo.RowAlreadyDeletedException: JBO-25019 Unable To Update Price List Operating Unit Using Entity Usage Form (Doc ID 2764735.1)

On : 12.1.3 version, Pricing Object Security

customer is trying to update price list to another operating unit -

while updating the owned by operating unit in the Pricing Entity Usage form under Oracle Pricing Administrator responsibility.
I have pricing security ON.

the following error below is received

GOAL:

Customers goal is to prevent users from changing the OU on the price list form
Customer has run the security control program

The issue worked from the Pricing admin resp previously but then customer updated the OU at the price list form and now receives the error when attempting to update via Oracle Pricing Administrator responsibility.
 
Customer has 10 OU s with 100 s of price list

ERROR

oracle.jbo.RowAlreadyDeletedException: JBO-25019: Entity row of key oracle.jbo.Key[2439669 ] not found in ListHeaderBEO.

 

STEPS

The issue can be reproduced at will with the following steps:

Updating the owned by operating unit in the Pricing Entity Usage form under Oracle Pricing Administrator responsibility.
