Symptoms
On : EBS 12.X version, Integrated with SSO. When trying to edit a user the following error occurs:

Unable to call fnd_ldap_wrapper.update_user due to the following Reason: ORA-20001
The following error was captured in FND_LOG_MESSAGES
(set module to %oid%)
ERROR

fnd.plsql.oid.fnd_oid_plug.getRealmDN: ERROR:ORA-31203: DBMS_LDAP: PL/SQL - Init Failed.

The issue can be reproduced at will with the following steps:
check for user in fnd user form
