Issue with restricting report privileges based on Application Roles

Customer is attempting to run OIM reports with setup provided in doc How To Add Application Roles and Policies to the Embedded 11.1.1.9 BIP Server Which Ships With OIM 11gr2ps3 Along With Adding OIM Roles (Doc ID 2187205.1)

As per the document, 1.6.4 Using Presentation Services Administration.
It asks to click on Manage Privileges link to map permission, however, don't see Manage privileges link the environment.
Note: As this relates to OBIEE, it does not apply.

Reviewed BIP documentation:

https://docs.oracle.com/middleware/11119/biee/BIESC/intro.htm

Fusion Middleware Security Guide for Oracle Business Intelligence Enterprise Edition
Search on Add application roles
Note: This document is for OBIEE and not BI Publisher so would not apply in a standalone BI Publisher setup.

Need to enable BI Publisher to add privileges for application roles.
