How to remove a Sequence Number in Cycle Count, that is not required anymore? (Doc ID 2766435.1)

Goal

Issue Scenario:
------------------
1. There is a Cycle Count Entry for an Item, which is corrupt.
2. The Subinventory used in the Cycle Count entry is say, 'A' which is locator controlled.
3. But there is no locator given for this Count Seq. Looks like, system could not process this sequence and it just keeps the line in 'Recount' status even after multiple runs.

Goal of this document is to provide a datafix to set the line in 'Rejected' status, to avoid this line from getting Recounted every time without any progress.
This is irrespective of the issue being faced.
