Symptoms
Problem Statement:
Payroll PYUGEN programs (e.g. Payroll Process, Payroll Run, Maintain Person Security List information(Internal)...etc) fail with the error below.
SQLERRMC ORA-01400: cannot insert NULL into ("HR"."PAY_PAYROLL_ACTIONS"."PAYROLL_ACTION_ID")

APP-PAY-06881: Error ORA-01400: cannot insert NULL into ("HR"."PAY_PAYROLL_ACTIONS"."PAYROLL_ACTION_ID") has occurred in table PAY_PAYROLL_ACTIONS at location 441
Cause: an oracle error has occurred. The failure was reported on table PAY_PAYROLL_ACTIONS at location 441 with the error text ORA-01400: cannot insert NULL into ("HR"."PAY_PAYROLL_ACTIONS"."PAYROLL_ACTION_ID")
Action: Please contact your support representative.
Steps to Reproduce:
The issue can be reproduced at will with the following steps:
- Upgrade to R12.2.
- Run PYUGEN program
- Request fail with the error
