How To Purge FND_LOBS "export" Records With No EXPIRATION_DATE (Doc ID 2768387.1)

Symptoms

There is old data in the FND_LOBS table with the PROGRAM_NAME of 'export' that do not have an EXPIRATION_DATE set.
When running "Purge Obsolete Generic File Manager Data" to clean up 'export' data, if run with "Expired" Parameter of "Yes", these records are not getting picked up and purged.

The records are old, and are no longer needed, so how to clean them up?
