Getting IB Error: "The Item Is Not Defined As A Lot Controlled Item In Inventory" When Doing Interorg-Direct Transfer (Doc ID 2768558.1)

ACTUAL BEHAVIOR
---------------
Customer is getting Install Base Error: "The Item is not defined as a Lot Controlled Item in Inventory - (Interorg-Direct Transfer)". This happened
when different Organizations have different Lot control.
 
EXPECTED BEHAVIOR
-----------------------
Expect not to get the Install Base error when having different Lot control in Organizations

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Do an Interorg-Direct Transfer between two Organizations, in one Organization it has Lot control, the other does not.

This step can be done in Inventory or Inventory Related responsibilities, not necessarily to be in Install Base.

2. Log in Responsibility:  Install Base Administrator.  Navigate to Transaction Errors Processing. Check the  Install Base Transaction Errors
