After you migrate job histories from bip11g to bip12c using bip_12c_scheduler_migration.sql (**1),  you can't republish the job (**2) by the following error and download XML although you can download report output.

5.1 Migrating Scheduler Jobs and Job History

After migrating the 11g configuration to a new 12c environment, you must migrate the scheduler jobs and the job history data from the 11g BIPLATFORM schema to a 12c BIPLATFORM schema. You can connect to 12c BIPLATFROM schema through SQL*PLUS or any other tool and execute the script.

The bip_12c_scheduler_migration.sql script requires the user ID, the password, and the connection string for 11g BIPLATFROM schema. The script creates a database link called BIP11g_DBLINK and imports all schedule objects using that link. You must have Database Administrator privileges to run the script.

3. Run the bip_12c_scheduler_migration.sql script, passing the command-line parameters 11g_RCU_SCHEMA, 11G_PASSWORD, 11G_CONNECTION_STRING, and 12C_BIPLATFORM_SCHEMA.
Usage:
SQL> @bip_12c_scheduler_migrationg.sql 11g_userid 11g_password 11g_connection_string

Viewing and Managing Report History

You can republish a report from history.

You must enable the Save Data for Republishing option when you create the job to make the data available for republishing. See Setting Output Options.

To republish a report from history:
   1. In the Report Job History page, click the Report Job Name to view the job detail page.
   2.From the Output & Delivery section, click Republish. This launches the Report Viewer.
   3. From the Report Viewer you can now apply a new layout, choose a different output type or export the report.
       Because you are using data the retrieved from the previous report run, you cannot update the parameters.
   4.To return to the Report Job History page, click the Actions menu and select Return

Changes

 A new BIP12c was installed and job histories in BIP11g were migrated.
