Error to create a RMA using Line Flow - Return with Receipt Only, No Credit

We are creating a RMA by copy process from a invoiced sales order but is unsuccessful.
The RMA transaction type is reconfigured like "Line Flow - Return with Receipt Only, No Credit". The error message refers to Brazilian Localization Tax, but this module is configured correctly. We are invoicing normally without error, so the RMA shouldn't end in error.

We did other test using line flow "Line Flow - Return for Credit with Receipt" and that other one is working well.
