Symptoms

Mass Change Bills of Material. After running report mode, implementation errors.  
 
When creating a mass change, enter details, click report and click submit.Wait for request to finish, and can view changes. Go back to Mass Change window.

Deselect Report and select implement. Click Submit. Concurrent request errors with message: 'Engineering change order  already exists'
 
If we create a mass change and don't click report and implement straight away,the implementation completes

Error:

This request finished with an error and produced the following completion
message: Engineering change order  already exists

Steps:
The issue can be reproduced at will with the following steps:
1. Login to Bills of Material responsibility
2. Navigate to Bills-->Mass Change
3. Fill all the required details
4. Select Report and submit
5. Go back to mass Change Window, deselect Report and select Implement
